Roadside assistance services purchased with MTPL will be subject to the contribution even if MTPL itself is not. Crop and livestock insurance are excluded.

Non-life insurance premiums for contracts concluded from 2026-01-01, as well as previously concluded contracts that are amended after this date. For example: (a) contract concluded and effective in 2025 – not taxed; (b) contract concluded in 2025 but effective in 2026 – not taxed; (c) contract concluded and effective in 2026 – taxed; (d) additions to existing contracts – taxed only for the added part.

Legally, the insurer pays the contribution to the state. However, as it is an indirect tax (similar to VAT), it is effectively borne by the customer and included in the premium. The policy will show: Premium + Contribution (10%) = Total payable. The contribution is covered first from any payment, and the remaining amount is allocated to the premium. The same principle applies to installment payments.
